You are not cheep, just more practical and efficient.
I use photoline, a shareware program. It has an annoying pop-up after some many minutes.
Works great for the little things I need to do. It got me as close to the original picture as possible.

@Mark (aka Loopy) I use Paint.Net for all my t-shirt stuff. I used it to do the PittGirl Cult of Personality mock up.
I actually have Photoshop Elements lying around somewhere. Paint.Net is just quick and easy and for the most part, does what I need it to do.
